Duty-preference routing

The UAE–Ukraine CEPA entered into force on 1 July 2026 and the Ukraine–Türkiye FTA was ratified on 14 July 2026. We issue the proof of origin that matches the shipment's actual origin so your broker can claim the preference — and never one the goods do not qualify for.

An alternative discharge port in the contract

After the July 2026 feeder suspensions to the Odesa-region ports, we write a named fallback discharge point — usually Reni, Constanța or Gdańsk — into the contract before the vessel sails. A suspension becomes a re-route, not a renegotiation.

Incomplete chemical documentation is the most common cause of demurrage at Ukrainian terminals. Every shipment carries the full pack, plus SGS, Intertek or Bureau Veritas pre-shipment inspection where your contract calls for it.

Counterparty and payment screening

Ukrainian banks apply enhanced screening to chemical payments. We prepare the end-use statement and consignee EDRPOU details your bank will ask for, and screen origin and counterparty before a contract is fixed — so shipments do not stall at the payment stage.

One container or a yearly programme

A first trial order can be a single 25 MT FCL. From there the normal path is a frame contract with monthly call-offs, so you fix availability without financing a full vessel up front.

Payload check. A standard 20ft box is limited to roughly 28 MT gross. Flakes at 25 MT net plus pallets and packaging stay comfortably inside that; liquid in IBCs hits the weight limit long before the volume limit, which is why ISO tanks are cheaper per tonne on any route longer than a few hundred kilometres.
How to import

How to Import Caustic Soda into Ukraine — HS Code, Duty, VAT and Documents

This is the part most supplier pages leave out, and it is where deals actually stall. The working checklist we hand to first-time importers of sodium hydroxide into Ukraine.

1. Classification under UKTZED

Solid caustic soda — flakes, pearls, prills, granules — is classified under 2815 11 00 00. Aqueous solution of any concentration falls under 2815 12 00 00. Solid and liquid attract different handling and transport documentation even where duty treatment is identical, so do not let a forwarder merge them on one line.

2. Duty and import VAT

Ukraine levies 20% import VAT on customs value plus duty. The duty itself depends on origin and on whether a preferential regime is claimed — see the origin table below. Confirm the rate in force on your declaration date with your customs broker against the current Ukrainian Customs Tariff.

3. Document pack

  • Commercial invoice & packing list with weights per bag, pallet and container
  • Bill of lading, CMR or SMGS rail waybill
  • Certificate of origin — preferential form where a preference is claimed
  • Manufacturer's certificate of analysis quoting lot numbers

4. UA CLP, labelling and SDS

Ukraine's Technical Regulation on Classification, Labelling and Packaging — UA CLP — has been in force since 15 November 2024, with the transition for substances already on the market ended 15 November 2025. Labels and SDS must be in Ukrainian and the classification is notified to the Ministry of Environmental Protection and Natural Resources through a Ukrainian legal entity, normally within 30 days of first placement. An EU CLP label alone is no longer sufficient.

Delivery

Delivery Routes into Ukraine in 2026

Routing into Ukraine is not what it was two years ago, and any caustic soda supplier quoting a single fixed route is not being straight with you. Here is the honest picture and how we work around it.

Route A — Greater Odesa

Odesa, Chornomorsk and Pivdennyi handle more than 90% of Ukraine's seaborne trade and are the first choice when services run. In July 2026 several carriers temporarily suspended feeder calls to the Odesa-region ports, so we quote Greater Odesa with a named fallback already in the contract.

Route B — Danube: Reni & Izmail

Reni has been named by several carriers as the preferred alternative discharge point for Ukraine-bound cargo. Draught restrictions limit parcel size and onward rail is tight, but for one to five container lots destined for western and central Ukraine it is dependable.

Route C — Constanța + road or rail

Discharge in Romania with truck or rail on-carriage across the Romanian or Moldovan border. Adds roughly USD 60–110/MT against direct discharge, but offers the most predictable schedule. Common for Chernivtsi, Vinnytsia, Odesa oblast and Kyiv.

Route D — Poland via Yahodyn–Dorohusk

Sea to Gdańsk or Gdynia, then bonded truck across the Polish–Ukrainian border. The longest transit and most exposed to queue times, but strongest for Lviv, Rivne, Volyn and Ternopil — and the preferred route for liquid lye in winter.

Storage & shelf life

Caustic soda is strongly deliquescent: it pulls moisture and carbon dioxide from the air, forms sodium carbonate and cakes, which lowers the effective assay. Sealed bags stored dry and off the floor hold 12–24 months. Keep away from acids and from aluminium, zinc, tin and ammonium compounds. Liquid 50% must stay above about +15 °C.

Handling & PPE

NaOH is Skin Corr. 1A (H314) and Met. Corr. 1 (H290). Required PPE: chemical splash goggles or face shield, nitrile or neoprene gloves, chemical-resistant suit, rubber boots. Always add caustic to water, never water to caustic — dilution is strongly exothermic.

Transport & documentation

Flakes 96% run USD 745-770/MT and flakes 99% USD 805-835/MT. Landed CIF Odesa, Chornomorsk, Pivdennyi or Reni typically falls between USD 815 and USD 1,000/MT depending on grade and route. Prices move weekly with chlorine demand, energy and freight, so always ask for a dated written offer.

Ukraine has no meaningful domestic chlor-alkali capacity, so a reliable caustic soda supplier in Ukraine is an import-side one that can show a named producer behind the material, issue a valid preferential certificate of origin, provide a Ukrainian-language safety data sheet compliant with UA CLP, and name an alternative discharge port in the contract before the vessel sails. We load from Mersin and supply flakes, pearls and liquid lye against DSTU, GOST or EN specifications.

Sodium hydroxide is used for pH correction and heavy-metal precipitation in water and wastewater treatment, Bayer-process alumina extraction and pickling in metallurgy, saponification in soap and detergent manufacture, drilling-mud pH control and caustic washing in oil and gas, Kraft pulping and de-inking in pulp and paper, mercerising in textiles, and CIP cleaning and caustic peeling in food processing. In Ukraine, metallurgy and municipal water treatment are the two largest volume consumers.

Chemically they are identical - the difference is physical form. Flakes are thin plates produced on a flaking drum; pearls are spherical beads produced by prilling. Pearls dust less, flow more freely and dissolve faster, which suits automated screw feeders, food and pharma plants, and enclosed dosing. Flakes are the cheaper and more widely available form and remain the default for water treatment, soap and general industrial use. Both are supplied at 25 MT per 20ft container in 25 kg bags.

The number is the minimum NaOH assay. A 99% grade carries less sodium carbonate, chloride and iron, so it is specified where residual impurities affect the process - food-contact CIP, textile mercerising, fine chemicals and low-iron applications. A 98% grade is the industrial workhorse and covers water treatment, metallurgy, soap and pulp. On a per-kilogram-of-active-NaOH basis the two are usually within a few per cent of each other, so buy 99% only when your specification or your customer demands it.

25 MT - one 20ft FCL of flakes or pearls, which is 1,000 bags of 25 kg on 20 pallets, or one ISO tank or one container of IBCs for liquid caustic soda. Smaller trial quantities of drums or IBCs can be consolidated with other chemicals in a groupage container on request. Frame contracts of 500 to 5,000 MT a year with monthly call-offs are the normal structure for distributors.

25 MT of flakes or pearls - 1,000 bags of 25 kg, stacked 50 bags to a pallet across 20 pallets, or 25 loose-loaded jumbo bags of 1 MT. Liquid caustic soda ships as roughly 24 MT in a 20ft ISO tank, 20 IBCs of 1,000 L, or 80 drums of 220 L. Gross weight stays inside the standard 28 MT payload limit for a 20ft box.

Buy FOB Mersin if you have your own freight contract or forwarder and want to control routing and switch the discharge port yourself - risk and cost pass to you once the goods are on board. Buy CIF a named Ukrainian port if you want one number to budget against and prefer the seller to arrange ocean freight and insurance. In the current Black Sea environment many Ukrainian buyers take CIF with a named alternative discharge port written into the contract, so a feeder suspension becomes a re-route rather than a renegotiation.

Solid caustic soda - flakes, pearls, prills and granules - is classified under UKTZED 2815 11 00 00. Aqueous sodium hydroxide solution, or lye, of any concentration is classified under 2815 12 00 00. Both sit in HS heading 2815, so the same codes apply in Turkiye, the EU and most other customs territories with their own national suffixes.

Ukraine applies 20% import VAT on customs value plus duty. The duty itself depends on origin: UAE-origin goods benefit from the UAE-Ukraine CEPA, in force since 1 July 2026; Turkish-origin goods from the Ukraine-Turkiye FTA, ratified on 14 July 2026, once it enters into force; and EU-origin goods from the DCFTA. Other origins pay the general rate of the Ukrainian Customs Tariff.
