Caustic Soda Supplier Ukraine — Key Commercial Facts
Ukraine has no meaningful domestic chlor-alkali capacity, so effectively every tonne of sodium hydroxide consumed in the country is imported. For a trader, distributor or plant buyer that makes supplier selection a supply-security decision, not only a price decision. Everything below is what a procurement or import team needs before sending an RFQ.

Built for Traders, Importers, Distributors and Manufacturers
Different buyers need different things from a caustic soda supplier. Here is what each side of the trade gets from us.
Traders & re-exporters
Back-to-back contracts, switch bills of lading and neutral packing (no origin printing) on request. Because the material loads FOB Mersin, you can nominate your own vessel, sell CFR or CIF onward, and keep your margin invisible to the end buyer.
Importers & customs brokers
A document pack built for Ukrainian clearance: UKTZED-correct invoice wording, preferential certificate of origin, mill COA quoting lot numbers, and a Ukrainian-language UA CLP safety data sheet. We pre-check the pack against your broker's list before the vessel sails.
Distributors & stockists
Frame contracts of 500–5,000 MT a year with monthly call-offs and periodic price re-fixing, plus buyer-specified bag printing from 100 MT. Partial call-offs can be drawn from buffer stock held near the Polish–Ukrainian border corridor.
Manufacturers & end users
Supply against your own plant specification rather than a generic datasheet — DSTU 4219:2003, GOST 2263-79 or EN 896 — with retention samples held per lot and DAP delivery to the plant gate so your team never touches the port process.
Why Ukrainian Buyers Choose Us as Their Caustic Soda Supplier
A named producer behind every tonne
We do not sell anonymous cargo. Each offer names the producing plant and comes with that plant's certificate of analysis format, so your quality department can compare like with like across suppliers instead of guessing.
Duty-preference routing
The UAE–Ukraine CEPA entered into force on 1 July 2026 and the Ukraine–Türkiye FTA was ratified on 14 July 2026. We issue the proof of origin that matches the shipment's actual origin so your broker can claim the preference — and never one the goods do not qualify for.
An alternative discharge port in the contract
After the July 2026 feeder suspensions to the Odesa-region ports, we write a named fallback discharge point — usually Reni, Constanța or Gdańsk — into the contract before the vessel sails. A suspension becomes a re-route, not a renegotiation.
Documents that clear customs first time
Incomplete chemical documentation is the most common cause of demurrage at Ukrainian terminals. Every shipment carries the full pack, plus SGS, Intertek or Bureau Veritas pre-shipment inspection where your contract calls for it.
Counterparty and payment screening
Ukrainian banks apply enhanced screening to chemical payments. We prepare the end-use statement and consignee EDRPOU details your bank will ask for, and screen origin and counterparty before a contract is fixed — so shipments do not stall at the payment stage.
One container or a yearly programme
A first trial order can be a single 25 MT FCL. From there the normal path is a frame contract with monthly call-offs, so you fix availability without financing a full vessel up front.
Caustic Soda Grades We Supply to the Ukrainian Market
Three physical forms of the same chemical. The right one depends on how you dose it, how you store it and how far it has to travel inland after discharge.
Flakes 96% · 98% · 99%
White membrane-grade flakes, low in iron and chloride. The default form for Ukrainian buyers who need long shelf life and simple onward trucking from the discharge port.
- 25 kg PP bags with PE liner — 1,000 bags = 25 MT per 20ft FCL
- 1 MT jumbo bags with discharge spout
- 12–24 months shelf life in sealed bags
Pearls 99%
Free-flowing spherical beads produced by prilling. Chemically identical to flakes, but they dust less and dissolve faster — which is what enclosed dosing systems and food-contact plants are paying for.
- 25 kg bags or 1 MT jumbo bags
- Lower dusting, better flow in screw feeders
- Faster dissolution, more consistent dosing
Liquid lye 30–50%
Rayon-grade and membrane-grade sodium hydroxide solution for continuous high-volume consumers — municipal water utilities, alumina, pulp and paper, refinery scrubbing.
- 220 L HDPE drums · 1,000 L IBCs
- 20ft ISO tanks (~24 MT) · flexitanks · road tankers
- 30–32% recommended for Ukrainian winter deliveries

Specification flexibility
All grades can be supplied against DSTU 4219:2003, GOST 2263-79 or EN 896 — whichever your quality department requires. We hold retention samples per lot and issue a certificate of analysis with every shipment. Food-grade and low-iron variants are available on request.

How to Import Caustic Soda into Ukraine — HS Code, Duty, VAT and Documents
This is the part most supplier pages leave out, and it is where deals actually stall. The working checklist we hand to first-time importers of sodium hydroxide into Ukraine.
1. Classification under UKTZED
Solid caustic soda — flakes, pearls, prills, granules — is classified under 2815 11 00 00. Aqueous solution of any concentration falls under 2815 12 00 00. Solid and liquid attract different handling and transport documentation even where duty treatment is identical, so do not let a forwarder merge them on one line.
2. Duty and import VAT
Ukraine levies 20% import VAT on customs value plus duty. The duty itself depends on origin and on whether a preferential regime is claimed — see the origin table below. Confirm the rate in force on your declaration date with your customs broker against the current Ukrainian Customs Tariff.
3. Document pack
- Commercial invoice & packing list with weights per bag, pallet and container
- Bill of lading, CMR or SMGS rail waybill
- Certificate of origin — preferential form where a preference is claimed
- Manufacturer's certificate of analysis quoting lot numbers
- Ukrainian-language SDS, UA CLP compliant
- IMDG or ADR declaration (UN 1823 / 1824, Class 8, PG II)
- Insurance certificate on CIF and CIP terms
4. UA CLP, labelling and SDS
Ukraine's Technical Regulation on Classification, Labelling and Packaging — UA CLP — has been in force since 15 November 2024, with the transition for substances already on the market ended 15 November 2025. Labels and SDS must be in Ukrainian and the classification is notified to the Ministry of Environmental Protection and Natural Resources through a Ukrainian legal entity, normally within 30 days of first placement. An EU CLP label alone is no longer sufficient.
| Origin | Agreement | Status | Proof of origin |
|---|---|---|---|
| Türkiye | Ukraine–Türkiye FTA | Ratified 14 July 2026; applies on entry into force | FTA movement certificate |
| United Arab Emirates | UAE–Ukraine CEPA | In force 1 July 2026 | CEPA certificate of origin |
| European Union | EU–Ukraine DCFTA | In force | EUR.1 or invoice declaration |
| Other origins | — | General / MFN rate | Non-preferential certificate |
What to put in your RFQ
A vague enquiry gets a vague price. The eight lines below let any serious supplier return a firm, comparable, dated offer on the first reply instead of the third.
| Line | What to state |
|---|---|
| Grade & assay | Flakes 96 / 98 / 99%, pearls 99%, or liquid at your target concentration |
| Quantity | Per shipment and per year, so the supplier can price a spot lot or a frame contract |
| Packing | 25 kg bags, 1 MT jumbo, drums, IBCs or ISO tank — and whether you need buyer-printed bags |
| Incoterm 2020 | FOB Mersin, CIF a named Ukrainian port, or DAP a named city |
| Destination | Exact discharge port or plant address, plus any preferred alternative port |
| Specification | DSTU, GOST, EN or your own plant spec — attach it rather than describing it |
| Payment | L/C at sight, CAD or TT split, and the issuing bank |
| Inspection | Whether SGS, Intertek or Bureau Veritas pre-shipment inspection is required, and who pays |

Delivery Routes into Ukraine in 2026
Routing into Ukraine is not what it was two years ago, and any caustic soda supplier quoting a single fixed route is not being straight with you. Here is the honest picture and how we work around it.
Route A — Greater Odesa
Odesa, Chornomorsk and Pivdennyi handle more than 90% of Ukraine's seaborne trade and are the first choice when services run. In July 2026 several carriers temporarily suspended feeder calls to the Odesa-region ports, so we quote Greater Odesa with a named fallback already in the contract.
Route B — Danube: Reni & Izmail
Reni has been named by several carriers as the preferred alternative discharge point for Ukraine-bound cargo. Draught restrictions limit parcel size and onward rail is tight, but for one to five container lots destined for western and central Ukraine it is dependable.
Route C — Constanța + road or rail
Discharge in Romania with truck or rail on-carriage across the Romanian or Moldovan border. Adds roughly USD 60–110/MT against direct discharge, but offers the most predictable schedule. Common for Chernivtsi, Vinnytsia, Odesa oblast and Kyiv.
Route D — Poland via Yahodyn–Dorohusk
Sea to Gdańsk or Gdynia, then bonded truck across the Polish–Ukrainian border. The longest transit and most exposed to queue times, but strongest for Lviv, Rivne, Volyn and Ternopil — and the preferred route for liquid lye in winter.
| Route | Discharge | Transit | Cost position | Best suited to |
|---|---|---|---|---|
| A — Greater Odesa | Odesa · Chornomorsk · Pivdennyi | 10–14 days | Lowest | Bulk and multi-container lots, all regions |
| B — Danube | Reni · Izmail | 12–18 days | Low–medium | 1–5 FCL, west and central Ukraine |
| C — Romania | Constanța + road/rail | 14–20 days | Medium | Schedule certainty, Kyiv and the south-west |
| D — Poland | Gdańsk · Gdynia + road | 18–26 days | Highest | Western Ukraine, winter liquid lye |

Caustic Soda Price for Ukraine — FOB and Landed-Cost Calculator
Pick the grade, choose FOB Mersin or CIF a Ukrainian port, enter the tonnage. On CIF the calculator also shows the 20% Ukrainian import VAT, so you see cash at clearance rather than just the goods value. Prices assessed 25 August 2026.
Based on 25 kg bags at 25 MT per 20ft container. The CIF figure uses an indicative freight and insurance allowance — the real number depends on the discharge port and the sailing. Customs duty is origin dependent and is shown as zero here; confirm it with your broker.
Indicative for budgeting only. Add customs duty where no preference applies, clearance fees, terminal handling and inland delivery for the full landed cost. Ask for a firm dated quotation.
What Caustic Soda Is Used For in Ukraine
Metallurgy and municipal water treatment are the two largest volume consumers in the country; the rest of the demand is spread across the sectors below.
Water & wastewater
pH correction, alkalinity adjustment and heavy-metal precipitation at municipal utilities in Kyiv, Kharkiv, Dnipro and Lviv. Liquid 30–32% is the standard dosing form.
Metallurgy & mining
Bayer-process alumina extraction, ore beneficiation and pickling-line neutralisation — the largest single volume consumer in Ukraine.
Soap & oleochemicals
Saponification of fats and oils and surfactant production. Flakes 99% preferred for batch processes because of dosing accuracy.
Oil, gas & petrochemicals
Drilling-mud pH control, caustic washing of hydrocarbon streams, mercaptan removal and refinery gas scrubbing.
Pulp, paper & textiles
Kraft pulping, de-inking of recovered fibre, and mercerising of cotton to improve dye uptake and tensile strength.
Food & agriculture
CIP circuits in dairies, breweries and sugar refineries, caustic peeling of fruit and vegetables, and sanitation across the agro-industrial complex.
Packaging, Storage, Shelf Life and Safety
Packaging
- Flakes / pearls: 25 kg PP bag with PE liner (1,000 bags = 25 MT) or 1 MT jumbo bag
- Liquid: 220 L HDPE drum · 1,000 L IBC · 20ft ISO tank · flexitank
- Palletisation, shrink-wrapping and buyer-printed bags from 100 MT
Storage & shelf life
Caustic soda is strongly deliquescent: it pulls moisture and carbon dioxide from the air, forms sodium carbonate and cakes, which lowers the effective assay. Sealed bags stored dry and off the floor hold 12–24 months. Keep away from acids and from aluminium, zinc, tin and ammonium compounds. Liquid 50% must stay above about +15 °C.
Handling & PPE
NaOH is Skin Corr. 1A (H314) and Met. Corr. 1 (H290). Required PPE: chemical splash goggles or face shield, nitrile or neoprene gloves, chemical-resistant suit, rubber boots. Always add caustic to water, never water to caustic — dilution is strongly exothermic.
Transport & documentation
UN 1823 (solid) or UN 1824 (solution), IMDG and ADR Class 8, Packing Group II. A Ukrainian-language SDS compliant with UA CLP accompanies every delivery, together with label artwork for the importer's notification.
